Deepening Strategic Cooperation, Charting a Course for Win-Win Development Governor Lu Dongliang of Shanxi Provincial People's Government and Chairman of ZDATA
Recently, Lu Dongliang, Governor of the Shanxi Provincial People's Government, held working talks with Zhou Kang, Founder and Chairman of ZDATA. The discussions focused on implementing the spirit of the Provincial Party Committee's Economic Work Conference, promoting the deep integration of scientific and technological innovation with industrial innovation, enhancing the level of digital economic development, and jointly building a specialized equipment and advanced manufacturing base. Dong Xiaoyu, Member of the Standing Committee of the Shanxi Provincial Party Committee and Executive Vice Governor, and Ma Chao, Senior Vice President of ZDATA, participated in related activities.
Governor Lu Dongliang emphasized that during the 15th Five-Year Plan period, Shanxi resolutely shoulders the major missions and tasks entrusted by General Secretary Xi Jinping and the Party Central Committee. The province is advancing its transformation and development with determination and order, focusing on energy transition, industrial upgrading, and appropriately diversified development. By cultivating and developing new productive forces tailored to local conditions, Shanxi is accelerating the construction of a modern industrial system that reflects its distinctive characteristics and comparative advantages. He expressed hope to collaborate with enterprises in strengthening planning coordination and project alignment, accelerating the conversion of energy and resource advantages, and jointly empowering Shanxi's drive for high-quality development and comprehensive transformation. Leveraging the Zhonglian Green Big Data Industrial Base, efforts should be made to actively integrate into the national computing power network, promote synergy between intelligent computing power and green electricity, enhance innovation integration across industrial, supply, and capital chains, introduce more “AI+” application scenarios, and foster the development of advanced high-energy-consuming industrial clusters.
Zhou Kang provided a detailed overview of the group’s project progress and future strategic plans in Shanxi. Located in Yanggao, Datong, the ZDATA Green Big Data Industrial Base is a core project of ZDATA Group, with a total planned area exceeding 1,000 mu and a total planned investment of 15 billion yuan. The overall design includes 14 data center buildings. Currently, the data center buildings in Park 1 and Park 2 are fully operational, while most of the data center buildings in Park 3 have also been put into operation. This year, ZDATA Group will continue to accelerate the expansion and capacity increase of the Yanggao base. To promote local employment for graduates in Datong and achieve a high level of staff localization, ZDATA Group has established close cooperation with institutions such as Datong Teachers College and Tongmei Vocational Technical College. Hundreds of students from school-enterprise cooperative training programs have already been employed.

Zhou Kang emphasized that ZDATA Group will resolutely implement the deployment requirements of the provincial party committee and government, treating Shanxi as a long-term strategic base for in-depth development. The group will continue to accelerate the investment and construction progress of existing major projects, deepen exploration and practice in areas such as intelligent computing, green power coordination, and AI+ applications, and actively introduce more upstream and downstream industries as advanced application scenarios. This will contribute greater strength to Shanxi’s efforts to cultivate new quality productive forces and build a modern industrial system. This meeting has charted the course for future deepened cooperation. ZDATA Group will take this opportunity to closely align with Shanxi Province’s “15th Five-Year Plan” transformation and development strategy, leveraging the industrial cluster formed in Datong as a foundation to continuously increase investment and innovation. By integrating its digital infrastructure capabilities with Shanxi’s energy, geographical, and policy advantages, ZDATA Group will help Shanxi transform its energy and resource strengths into competitive advantages in digital economic development, achieving mutual benefit, win-win outcomes, and long-term growth for both the government and the enterprise.
